We are looking for a Social/Community Liasion Chief to work within the Environmental and Social team in Kars-Iğdır-Aralık-Dilucu High Standard Railway Project.

Requirements:

• Good knowledge and practical experience in IFC Performance Standards (PS4, PS5)
• Bachelor Degree in sociology or directly related subject,
• Minimum 7 years site experience in a company/project that utilized international finance,
• Experience in linear construction projects (roads, railways, pipeline, etc) is a plus,
• Implementation experience of a comprehensive livelihood restoration program is a plus,
• Fluent English in both spoken and written,
• Having valid drivers’s licence and actively driving,
• Good command of MS Office Applications.

Job Description:

• Ensure that the project is constructed in compliance with the Stakeholder Engagement Plan, Resettlement Action Plan including Livelihood Restoration Plan and supporting to E&S Manager,
• Managing Grievance Mechanism,
• Lead the site Social Team,
• Engaging with project-affected communities and carrying out sustainable and active communication with stakeholders, local and governmental authorities, NGOs, etc.
• Conducting public meetings and consultations regarding project requirements,
• Collaborating with the resettlement team on RAP implementation, including LRP; communications with PAPs and grievance management
• Conducting site-based work along the settlements affected by the project, interacting with stakeholders in a proactive manner to manage and solve social issues.
• Providing guidance to the Lenders, Lenders’ Environmental and Social Consultant (LESC), AYGM regarding social issues during site visits
• Ensuring all project members are fully aware of social requirements and the grievance mechanism.
• Ensuring that community awareness trainings and meetings are programmed, and implemented as necessary,
• Following and supporting preparation of periodic social reports and giving necessary trainings to project teams,
• Participate in social pre-construction surveys and prepare assessment reports,
• Maintain relationships with technical and other project-level functional groups to, coordinate integration of project-specific social requirement
