QUALIFICATIONS AND JOB DESCRIPTION

The HSE Manager plays a pivotal role in steering the project’s Health, Safety, Security, and Environmental efforts. 

Key Responsibilities:

  • Leadership & Culture:
  • Act as a role model for HSE by engaging directly in project HSE activities, programs, and management plan reviews.
  • Actively discourage risk-taking behaviors among site personnel and provide guidance to those not prioritizing safety.
  • Program Development & Training:
  • Collaborate with the HSE team to formulate tailored HSE processes and present these to both the Construction Managers.
  • Oversee the creation and implementation of site orientation programs and coordinate comprehensive HSE training for all  staff on-site.
  • Auditing & Compliance:
  • Participate in HSE audits and inspections, ensuring strict adherence to established safety protocols.
  • Conduct routine reviews of EPC Contractor HSE programs, advising senior management on any shortcomings and providing expert support as needed.
  • Monitor work areas through scheduled inspections to ensure EPC Contractor compliance with safe working practices and HSE procedures.
  • Incident & Trend Analysis:
  • Review incident investigations and near-miss reports, ensuring timely corrective actions and maintaining accurate documentation as per company and legal standards.
  • Analyze HSSE performance trends and prepare regular statistical reports to inform the Project Director/Manager and Construction Manager.
  • Communication & Coordination:
  • Facilitate effective communication among the owner and EPC contractor to ensure cohesive HSE operations.
  • Share incident reports and lessons learned with project teams and advise line management in developing robust job safety analyses.
  • Support & Oversight:
  • Guide supervisory staff in identifying and mitigating potential hazards, assisting in incident investigations, and determining corrective actions.
  • Ensure the project's injury management processes are followed and support rehabilitation or return-to-work initiatives.
  • Regularly review project safety equipment and hazardous materials storage, reporting any deficiencies.
  • Documentation & Meetings:
  • Audit and maintain up-to-date records of project employees qualifications, licenses, and expiry dates.
  • Attend scheduled HSE meetings and coordinate with HSE Supervisors/Inspectors.
  • Review and provide feedback on EPC Contractor HSE documentation, including HSSE Plans, Method Statements, and Risk Analyses, as well as the HSE Plan when necessary.

Qualifications and Experience:

  • Must be a certified HSE professional meeting international standards.
  • Well-versed in OHSAS 18001 and ISO 14001 standards.
  • At least 10 years of experience in HSE roles
  • A background of min. 10 years in industrial environments, chemical or petrochemical sectors.
  • Proven ability to design, implement, and manage HSE training programs.
  • Skilled in establishing and overseeing HSE field audit systems and coordinating with inspectors.
  • Ability to work effectively within a multicultural, international team setting.
  • Competent in producing detailed HSE reports and analyzing safety statistics.
  • Excellent verbal and written English communication skills.
  • Proficient in Microsoft PowerPoint, Excel, and Word.
  • Familiarity with local HSSE legislation is a strong asset.
